Chinese EVs Canada — automated data source notes (v2.2)

The data importer remains intentionally limited to official/open Canadian sources already
used by the site. v2.2 does not add scraping, browser automation, spiders or indexers.

Current automated source roles:
- Transport Canada Appendix G / importer-recognition data: manufacturer/importer signal only.
- Transport Canada recalls: recall rows stored for searching and Watch+ matching.
- Natural Resources Canada battery-electric ratings: Canadian range/efficiency/rating evidence.

Recall Watch rule in v2.2:
A Garage recall notification requires an exact model-year + case-insensitive make + model
match in the imported Transport Canada rows. Even an exact text match is not VIN-specific;
users are instructed to verify applicability using their VIN.

Cron:
Use one Namecheap cPanel cron job every 15 minutes with the exact command shown in Admin ->
Data Sources. Source due times are enforced inside cron.php. The same run also:
- checks for failed official data sources and emails the configured Contact email,
- queues maintenance/warranty/year-specific recall alerts,
- retries queued/failed alert email up to three attempts.

Source-failure email is rate-limited so the same error is not sent repeatedly on every cron.
